Launch year and ministry of Pradhan Mantri Awas Yojana - Gramin

This scheme as I already told you is the modified version of the 1985 Indira Awas Yojana and it is launched in 2016 by the Ministry of Rural Development of the Government of India.

Aim of PMAY-G

  1. The basic aim of this scheme is to provide the pucca house with the basic enmities as it should stand with all the weather conditions.
  2. All the necessary amenities like toilet, Bathroom, water supply, electric supply, etc must be provided with the house as there is no a benefit of just providing a house which does not have any facility.
  3. All homeless people must be provided with the proper pucca house by 2024.
  4. All the people living in the Kutcha houses must also be replaced with the pucca house.

Target of PMAY-G

The target of the government is to provide the 2.95 crores Pradhan Mantri Awas Yojana - Gramin houses 2024 with all the basic needs.

When the scheme has launched the target taken by the government to complete the houses by 2022 is 2.95 Crore.

Up to 2018-19 government get able to complete the 1 Crore houses but till 2022 their target of 2.95 crore was not accomplished due to COVID-19. That is why the government has extended this scheme to complete the remaining 1.95 crores up to march 2024.

Budget Allocation up to 2024

From 2016-22 the budget the government has allocated to provide houses to the houseless people is but as the scheme is now extended for the year 2024 so the budget is now also demanded for these two extended years. So this time the budget of 2,17,257 crore has been released in which the central share is of rupees 1,25,206 crore and the remaining 73,475 must be given by the State government. Also the additional requirement of 18,676 crore rupees towards the interest repayment to NABARD.

  3. The house gets electrified under the Deen Dayal Upadhaya Gram Jyoti Yojana (DDUGJY) and also under the Saubhagyaa scheme of the Ministry of Power.
  4. Free LPG connection is provided under the Pradhan Mantri Ujjwala Yojana (PMUY) of the ministry of petroleum and natural gas.
  5. Efforts are also being made for providing piped water supply under Jal Jeewan Mission.

People who don’t have houses and identify under the Socio-Economic and Caste Census of 2011 will get the benefit of this scheme and the data must be verified by the Gram Sabha.

Priority will first be given to SC/ST, minorities and others on the basis of parameters reflecting housing deprivation.

There are certain inclusion and exclusion under which the household will become eligible for getting the house

Automatic Inclusion

  1. Household without shelter
  2. Destitute / living on alms.
  3. Manual Scavenger
  4. Primitve tribal group.
  5. Legal released bonded labour.

Automatic Exclusion

There is a total of 13 exclusion criteria for the household under which he can’t get the house.

Not in the above criteria

What happens with the household if he doesn’t lie in both criteria? So for that household that neither lies in the automatic inclusion nor in the automatic exclusion criteria. Then there are certain ways through which government decides the eligibility criteria for that type of household.

  1. Household with no adult member between the age of 16-59.
  2. Female-headed household with no adult male member between the age of 16-59.
  3. Households with no literate above 25 years old.
  4. Household with any disabled member with no able-bodied adult member.
  5. Landless households derive a major part of their income from manual casual labour.

Role of Gram Panchayat

As the scheme is for the rural areas which are headed by the gram panchayat. There are certain roles played by the Gram Panchayat in the Pradhan Mantri Awas Yojana - Gramin.

  1. Gram Panchayat will identify the land which will be allotted to the landless beneficiaries.
  2. It is also the duty of Gram Panchayat to identify the families who are not in the condition to construct the house on their own thus providing help in its construction.

Key Features of this scheme

  1. The minimum size of the house has been increased to 25 sq. mt from 20 sq. mt with a hygienic cooking space.
  2. Beneficiaries can also take loans up to 70,000 from the financial institution.
  3. Unit assistance of 1.2 Lakh rupees is provided to the houses that are made in plain areas, and 1.33 Lakh rupees that are made in the hilly areas. Difficulty areas, Integrated action plan district in tribal and backward regions.
  4. Allotment of the houses is made in the combined name of Husband and Wife except in the case of a widow, unmarried woman, or seperate person.
  5. The scheme is monitored through end to end e-Governance model using the MIS Awasapp or Awassofft App.
  6. Geo Tagging and Time Stamped photographs of the particular person with his constructing house of different stages are linked with the release of subsequent instalments of financial assistance. The government will relate the next instalment only if the work related to the first instalment gets completed. As it may also happen that the person takes the money and does not start constructing his home so to avoid this kind of falses the government will track the working construction of the house.

How and who will get the payment

The payment is given to the beneficiary who finally become eligible under Pradhan Mantri Awas Yojana and the amount is directly transferred through Direct Benefit Transfer into the account of the beneficiary. Also, the decision will be made to the administrative expenses from 4% to 2%.
