Reasons for launching Pradhan Mantri Krishi Sinchayi Yojana (PMKSY)

  1. Rainfall Dependency

One of the major reasons for launching this scheme is that out of 141 Million hectares of agricultural land only 45% have a proper irrigation system while 55% of the land is still dependent on rainfall which is the worst thing.

  1. Low Yield

As the major agricultural land is still dependent on the rainfall so if the rainfall does not occur or if the rainfall no occurs in the proper amount then the crop will either not grow or it will grow in very fewer amounts which creates a problem in the food stock.

  1. High Risk

There is a very high risk of growing crops when it will not get the proper water supply and also the fertility of the land will decrease when the field is continuously used but proper water is not provided to it.

  1. To combine all the schemes

As many schemes have the same moto to provide the irrigation facility to the farmers and due to a lot of time, effort, and only was getting wasted so to reduce all of these things Indian government launched one scheme and named it Pradhan Mantri Krishi Sinchayee Yojana.

Taking these reasons into mind government of India decided to launch this scheme.

The objective of Pradhan Mantri Krishi Sinchayi Yojana

  1. One of the main objectives of the scheme is to increase the cultivated area under irrigation in India.
  2. To increase the on-farm water use efficiency so that with the minimum supply of irrigation we get high and good quality yield rather than providing excess and useless water to the land.
  3. Micro irrigation should be provided and taught to the farmers, including dip irrigation and sprinkler irrigation.
  4. To reduce the wastage of water so that the ground table of water should remain balanced.
  5. To use the methods of rainwater harvesting at the ground level so that rainwater will also not get wast and should be used for next time when the next crop will require it. Jal Sinchai and Jal Sinchan are the two popular words used for this.
  6. To encourage the farmers regarding the micro-technique of irrigation by providing the subsidy by the government. As there is one component of this scheme also which says “Per Drop More Crop”.
  7. Recharge the aqua-verse so that all water should be used properly.
  8. All water running in the pipes and directly thrown to the canals by the houses should have retreated for its clarity and pure water must be used for irrigation. Hence, municipalities should take this responsibility and support the government scheme Pradhan Mantri Krishi Sinchayi Yojana (PMKSY).

Eligibility Criteria to Avail This Scheme

As the scheme fund is eligible to the states and union territories so the eligibility criteria are regulated on the states and union territories, not on the farmers.

  1. States will benefit from funds under Pradhan Mantri Krishi Sinchayi Yojana if it has prepared for the State and District irrigation plans and water resource development for agriculture sector expenditure should be less than baseline expenditure.
  2. Under the scheme, states will also have proper water supply and electricity so that the programme remains.

This scheme was launched by the Central government in 1996-97 under which major and medium irrigation projects which didn’t complete due to any reason must restart and accelerate the process so that soon their accomplishment can happen. This scheme was headed by the Ministry of Water Resources, Water Development & Ganga Rejuvenation which is today known as the Ministry of Jalsakti. When Pradhan Mantri Krishi Sinchayi Yojana (PMKSY) was launched then AIBP was merged with PMKSY.

Before merging into PMKSY, AIBP total had 297 projects to be completed and out of which, they completed 143 irrigation projects.

  1. IWMP (Integrated Watershed Management Programme)

It was launched in 2009-10. This program is the world’s second-largest watershed program after china. Its main target is to accomplish a 55 Million hectare area of irrigation by 2027. There are many objectives of this programme which include preventing soil erosion, increasing the groundwater table, promoting rainwater harvesting, etc. But finally, this program also gets merged with Pradhan Mantri Krishi Sinchayi Yojana.

  1. OFWM (On Farm Water Management)

This scheme was launched in January 2006. It was a centrally sponsored scheme headed by the Department of Agriculture and Corporation. Then in June 2010 this program was scaled up and renamed National Mission Micro Irrigation. In 2014 it merged with National Mission with Sustainability Agriculture. Later on, when PMKSY was launched it gets merged with that.

Implementation of the scheme

In major, the scheme central government just managed the fund for the scheme while the state government do all the implementation of the scheme and bring forward the result.
